Fraudsters thrive in an environment with almost no risk of being caught. Caller ID spoofing is technically trivial, and Victims who trust what their phone tells them can end up with their Lives getting destroyed. As the public become ever more educated about this spoofing risk, the historic Trust in the PSTN continues to be eroded.
The Innovation Problem
Industry effort is focused on regulatory compliance rather than advancing privacy, security and consumer protection. When consumers are harmed, the sector's long-term credibility gets weakened. The industry must work with regulators to restore trust in the PSTN whilst enabling innovation to flourish safely. In the all-IP era, the greatest gains have gone to social networks and over-the-top messaging platforms, not to the industry that built and continues to maintain the Internet and should have benefitted.
The Regulatory Gap
All-IP has outpaced Regulations, leaving critical gaps that allow large-scale criminal activity. To protect consumers, and the integrity of communications, Regulators must act to combat this existential threat. Mandatory technical safeguards which recognise and leverage the shift from physical to digital sources of truth are needed to keep pace with threat levels. An example of not keeping up with technology was the Central Numbering Database proposal, now recognised as a key enabler needed to address many of today's challenges. It was not progressed at the time due to economic, technical, and time to value concerns raised by industry. OTS caused similar concerns, but was forced through due to the Regulator mandating action, and future innovations may need similar Regulatory enforcement.

Industry lacks effective fraud-prevention tools, and essential safeguards for all-IP remain absent from regulatory policy. An assertive regulatory strategy for the all-IP PSTN is needed to maintain commercial viability and consumer trust. The all-IP migration should have unlocked meaningful innovation for what remains the only global public access communication network, yet treating all-IP as if it were just a PSTN 'back-end' replacement has stifled innovation. Regulation needs a policy shift; from focus on competition via switching, to encouraging competition through innovation that takes advantage of all-IP.
